The Multistate Trust is an environmental response trust responsible for a diverse, complex, and immense portfolio of sites.
In 2011, the Multistate Trust was established to own, manage, investigate, clean up, and, if possible, facilitate the safe, beneficial reuse of a portfolio of 309 sites:
25 Owned Funded Sites (OFSs)
11 federal and state Superfund sites
5 federal and state RCRA Corrective Action sites
5 Risk-Based Corrective Action sites
2 abandoned mines
2 voluntary cleanup sites
258 service station sites (Owned Service Stations or OSSs)
26 Owned Other Sites (OOSs)
In addition, the Multistate Trust accepted responsibility to manage 1,292 service station sites owned by others in 24 states (Non-Owned Service Stations or NOSSs).
In 2011, the Multistate Trust received $80,834,721 to clean up these 1,601 sites and $16,936,352 to administer the Multistate Trust.
Significant, site-specific cleanup funds finally became available in 2015 and 2016 when the Multistate Trust received a majority of cleanup funds from litigation associated with the Tronox bankruptcy settlement.
Receipt of these funds allowed the Multistate Trust to begin actively conducting site investigations to better understand the extent and risk of contamination, to plan for and implement remedial actions, and to administer a program established by the Tronox bankruptcy settlement related to ±1,100 Other Sites associated with prior Kerr-McGee/Tronox ownership and/or operations.

Property Sale Reports
To date, the Multistate Trust’s sale of more than a hundred sites has generated millions of dollars in proceeds to fund site cleanups – and paved the way for the creation of jobs and community assets.
For example, we have sold a former petroleum terminal in Jacksonville, Florida; a former petroleum facility in Nashville, Tennessee; and a mining site in Polk County, Florida, netting funds for cleanup of other sites.
In addition, we have sold 168 Owned Service Stations (OSSs) – 65 percent of the OSS portfolio – and generated more than $13.8 million in sale proceeds (by June 2021); many OSS sites have since been transformed from vacant lots into restaurants, stores, offices, and apartment buildings. At other sites held in trust, including certain federal Superfund sites, the Multistate Trust has engaged stakeholders in reuse planning to integrate future reuse into site cleanup.
The governmental beneficiaries of the Multistate Trust must approve the sale, transfer, or disposition of all or any portion of the sites.
